ARCHITECT &TECHNICAL CONSULTANT for New Delhi Railway Station

FOR REDEVELOPMENT OF NEW DELHI STATION INTO WORLD CLASS STATION THROUGH PUBLIC PRIVATE PARTNERSHIP

1. INTRODUCTION

  1. Indian Railways owns and manages one of the largest Railway networks of the world with over 64,000 Route Kms. and 7,000 stations. Operations of IR are overseen by Ministry of Railways, Government of India and 16 Zonal Railways headed by General Managers. IR carries more than 17.5 million passengers every day and some of the major Railway stations handled passenger foot falls in the range of 100-200 million per annum. Most of the Railway stations have been built over 100 years ago and are experiencing infrastructural inadequacies to handle the ever increasing passenger numbers. The Railway stations are also located in the middle of the cities and offer enormous scope for re-development. New passenger terminals are also being developed in cities where existing terminals cannot meet the future demand.
  2. Ministry of Railways (MOR) has decided to redevelop major stations into World Class Stations benchmarked with the world’s best stations. These projects are to be executed with private sector partnership by leveraging the real estate development potential in the air space above the station and on railway land around the station. Key objective of these projects are to provide superior services to railway passengers at the stations by converting them into urban icons and standard-bearers of the cities. The construction , maintenance and management of facilities at these stations is proposed to be done on the basis of Design, Build, Finance and Operate (DBFO) basis.
  3. It is proposed to appoint an Architect & Technical Consultant (the “Consultant”) for preparing the Feasibility Report and Concept Plan for re-development and modernization of the New Delhi Railway Station (the “Station”). Financial and Legal Consultants would be appointed separately for developing the bidding documents.
  4. At present New Delhi station is handling on an average 0.35 million passengers per day. Every day 256 trains including 78 suburban trains arrive/depart from 12 existing platforms of this station. Four new platforms are being constructed which will be ready by end of 2007. The railway land surrounding the station extends from Chelmsford road on the west to Bhavbhuti Marg on the east and from Khari Baoli Road in the north to Connaught Place in the south. The station has inter- modal connectivity with Delhi Metro at Ajmeri gate side and DTC bus stands on both sides. Large number of buildings (residential, office, rest houses and other ancillaries) is located around the station on railway land mentioned above. State Entry Road serves as an alternate access to the station and many of these buildings form part of the outer circle of the Connaught Place. The station is congested in terms of train operation as well as road traffic and pedestrian movement. New Delhi Station is the flagship station of the Indian Railways located in the national Capital. The proposed project is to redevelop the Station and its surrounding areas into a modern world class station with superior services for passengers, superior train operation and maintenance facilities, new community space for public, better mobility for
